Rafael Salas Award (Bustos, Bulacan)

BUSTOS, BULACAN— The locality of Bustos, Bulacan received the Rafael M. Salas Population and Development Award (RMSPDA) for the municipal category from the Commission on Population Region III in an awarding ceremony held here on August 10, 2015 witnessed by heads of local departments, programs, and offices.

POPCOM Region III Director Eleanor M. Cura, during her speech, introduced the award and mentioned how Bustos, Bulacan was able to win over all the municipalities in Central Luzon through its programs, projects, and activities under the Philippine Population Management Program particularly in population and development (POPDEV), responsible parenthood and family planning (RP-FP), as well as adolescent health and youth development (AHYD).

During the said event, POPCOM Region III awarded the Municipality of Bustos, Bulacan a regional plaque of recognition. POPCOM Region III also awarded the said municipality with equipment including 1 filing cabinet, digital cameras, prepaid internet kit, netbook, and projector worth 50,000 pesos as prizes for winning the RMSPDA municipal category.

Bustos Mayor Arnel F. Mendoza meanwhile dedicated the award to the local population workers and health workers, whom he mentioned were the main reasons of the municipality’s triumph.

A signing of a memorandum of agreement between POPCOM Region III and the said municipality followed right after the awarding.

In honor of Rafael M. Salas, the first Executive Director of the United Nations Population Fund among other significant contributions to the country, the RMSPDA is given to local government units which continuously pursue the vision and ideals of Rafael M. Salas in achieving a better world for present and future generations through high quality programs for population and development (POPDEV).

Specifically, the award aims to recognize the excellence and innovation in POPDEV programs of localities.

POPCOM Region III has selected one city and one municipality as RMSPDA winners based on criteria including POPDEV-related accomplishments, as well as Local Governance Performance Management System (LGPMS) indicators on health.
